Message From the President

CPOW Members,

I would like to start off my presidency of the Colorado Professionals in Onsite Wastewater (CPOW) by thanking our members and the CPOW board for their significant efforts to raise the standard of the profession over the last 11 years. CPOW now has approximately 100 members located throughout the State of Colorado who are committed to our mission of ‘Helping the Colorado Onsite Wastewater Industry advance to new levels by establishing leadership and enhancing professionalism through outreach, information sharing, education and training.’
In my current position as a consulting engineer I have daily interactions with representatives of Counties, Municipalities and Watershed Associations who feel the pressure of increased demand for water and wastewater services combined with limited financial resources and aging infrastructure. ‘Septic systems’ have historically been thought of as temporary infrastructure and they are often associated with negative impacts to water quality. However, I believe that with the recent statewide implementation of CDPHE Regulation 43, water quality professionals throughout Colorado are being challenged to view onsite wastewater treatment systems differently.

In many situations properly designed and managed onsite and decentralized wastewater infrastructure can provide cost effective wastewater treatment solutions that preserve water quality. However not all engineers, regulators and service providers truly understand the advancements that have been made in the profession and continue to practice using the methodology associated with ‘disposal’ systems as opposed to ‘treatment’ systems.
The CPOW membership represents a select portion of this industry’s professionals who are committed to advancing their skills and implementing 21st century methodologies towards onsite wastewater treatment. CPOW members have made significant progress on advancing the professionalism of the industry; although there are many obstacles still to face. As we move forward I encourage all CPOW members to take the time to help educate others about the changes in the profession and differences between ‘septic systems’ that were installed for disposal and onsite wastewater treatment systems that are engineered and maintained for treatment.

Thank you for your commitment to this industry and I look forward to working with you in 2015.

Sincerely,

Simon Farrell, P.E., REHS
CPOW President

Message from CDPHE OWTS Coordinator

Just a quick note to let you know that the CDPHE OWTS web page has been re-designed and is up and running. The goal of this page is to provide you a “one-stop-shop” for all of your OWTS inquiries. Click on the link below and check it out.

https://www.colorado.gov/cdphe/clean-water-site-wastewater-treatment-systems
Here are a few highlights: A county-by-county list for the local decision points that are specific to each agency can be found in the section labeled, “Local on-site wastewater regulations – specific requirements”. Please review this information as it will assist in guiding you through the decision points in each local OWTS regulation. A link to the revised NDDS CPOW guidance document has also just been posted. This can be found in the “Additional documents and links” section.

Further note that under the section labeled, “Product approval lists for Colorado”, the list of approved septic tanks has been posted. The tanks on this list have been reviewed and accepted by the division as meeting the requirements of Regulation 43. We have also received many inquiries regarding the acceptance of “Higher level treatment products”. Many of the major players within this sector have submitted their initial application and are still working through the approval process. Therefore, it will most likely be another one to two months before this list is posted.

Should you have any questions, please feel free to contact me at chuck.cousino@state.co.us or 303-692-2366.
Thank you, Chuck Cousino
